What's causing the problem?


No one thing can be identified as the cause, however, these are significant factors:

  • - Expanding need for services (increase support requirements of people with disabilities who are aging, aging of the baby boomers, aging caregivers)
  • - DSP wage disparity with similar jobs in disability services.
  • - Regular cost-of-living wage increases not applied to this service sector’s wages
  • - Comprehensive community agencies must now fund raise to increase staff wages
  • - Increased complexity of the job due to new federal regulations
  • - Significant increased documentation requirements for DSPs
  • - Home and Community Based Services Rule change
  • - The Workforce Innovation and Opportunity Act
  • - Escalating housing costs
  • - Increased workman’s compensation costs due to overtime and burnout
